FUNCTIONS OF THE EXPORT LED GROWTH STRATEGY UNIT
The Export Led Growth Strategy Unit (ELGSU) performs a strategic coordination and facilitation role in advancing Uganda’s export agenda.
The Unit works across government, the private sector, producer organisations and Uganda’s missions abroad to strengthen export capacity, unlock market opportunities and address barriers to international trade.
- Exporter Capacity Building and Market Readiness
ELGSU strengthens the capacity of Ugandan producers and exporters to meet international market requirements and compete effectively in global markets. The Unit facilitates training and technical support in areas including export standards, quality assurance, certification, packaging, documentation, logistics, market requirements and value addition.
The focus is to ensure that businesses are able to produce for export and are adequately prepared to meet the quality, volume, regulatory and commercial requirements of target markets.
- Stakeholder Engagement and Export Coordination
The Unit convenes and facilitates dialogue among government Ministries, Departments and Agencies, private-sector actors, development partners, industry associations and other stakeholders involved in export development.
Through consultations, workshops, forums and strategic engagements, ELGSU identifies export-related challenges, coordinates responses and promotes greater alignment between public-sector interventions and the needs of exporters.
- Collaboration with Sector Associations
ELGSU works closely with sector-specific associations and industry bodies to strengthen coordination and expand support to exporters across priority sectors.
These partnerships provide a platform for sharing market intelligence, identifying sector-specific constraints, supporting capacity-building initiatives and promoting the collective interests of Ugandan exporters in international markets.
- Direct Engagement and Support to Exporters
ELGSU engages directly with individual exporters to understand and help address challenges affecting their ability to access and compete in international markets.
The Unit facilitates linkages with relevant government institutions and other stakeholders to help exporters navigate regulatory requirements, market-access barriers, certification processes and other constraints affecting export growth.
- Strengthening Cooperatives and Producer Organisations
ELGSU supports the development and strengthening of cooperatives, farmer groups and other producer organisations as an important foundation for export-led growth.
By promoting aggregation, quality improvement, production consistency, value addition and export readiness, the Unit contributes to enabling smallholder producers to participate more effectively in domestic, regional and international value chains.
- Leveraging Uganda’s Commercial Diplomacy Network
ELGSU works with Uganda’s commercial officers and diplomatic missions abroad to strengthen market intelligence, trade facilitation and business linkages.
Through this network, the Unit supports the identification of market opportunities, potential buyers, emerging consumer trends, regulatory developments and market-entry challenges in priority destinations, including the United States, European Union, Middle East and other international markets.
- Market Intelligence and Export Opportunity Identification
The Unit generates, coordinates and disseminates relevant market intelligence to help Ugandan businesses make informed export decisions.
This includes information on international demand, market trends, pricing, buyer requirements, standards, trade regulations, preferential market opportunities and emerging export destinations. ELGSU uses this intelligence to identify sectors and products with strong potential for international market penetration.
- Facilitation of International Market Access
ELGSU facilitates opportunities for Ugandan exporters to engage with international buyers, trade fairs, exhibitions, sourcing missions, business-to-business meetings and other global trade platforms.
The Unit works with relevant institutions, industry bodies, diplomatic missions and international partners to connect Ugandan businesses with potential buyers and expand their presence in high-value markets.
- Coordination of Export-Related Government Support
ELGSU serves as a coordination and facilitation mechanism between exporters and relevant government institutions on matters affecting international trade.
The Unit works with Ministries, Departments, Agencies and regulatory bodies to help identify and address institutional, regulatory and procedural bottlenecks that may constrain export growth, while promoting a more responsive export-support ecosystem.
- Promotion of Value Addition and Export Diversification
ELGSU promotes the transition from the export of predominantly raw commodities towards higher-value products that generate greater returns for Ugandan businesses and producers.
The Unit supports initiatives that encourage processing, product development, innovation, quality improvement, branding and participation in higher-value segments of global value chains, while encouraging diversification into emerging and high-potential export sectors.
- Monitoring and Supporting Export-Led Growth Initiatives
ELGSU monitors the implementation of strategic export initiatives and supports coordination among stakeholders to ensure that interventions contribute to Uganda’s broader export-led growth objectives.
The Unit assesses emerging challenges and opportunities and provides strategic guidance to strengthen Uganda’s competitiveness and expand the contribution of exports to economic growth, employment and foreign exchange earnings.
- Promoting Uganda as a Competitive Export Destination
ELGSU contributes to positioning Uganda as a reliable source of quality products and services in international markets.
Through coordinated promotion, market exposure, business linkages and strategic communication, the Unit supports efforts to strengthen the visibility and reputation of “Made in Uganda” products and attract international buyers, investors and strategic partners.
