What We Do: Driving Uganda’s Export Transformation

The Export Led Growth Strategy Unit (ELGSU) is the engine behind Uganda’s strategic shift to a high-value, export-led economy. We translate national strategy into tangible results by focusing on four key pillars of intervention. Our work is dedicated to systematically breaking down barriers and creating clear pathways for Ugandan products to reach and succeed in premium global markets.

1. Market Access & Diversification

We open doors for Ugandan products worldwide. Our team works to negotiate market access, establish strategic trade partnerships, and help exporters navigate international trade agreements. We are actively developing Export Market Hubs in key regions—including the USA, European Union, Middle East, and Asia—to provide a permanent platform for Ugandan businesses to connect with global buyers.

2. Export Capacity & Enterprise Development

We build a robust pipeline of export-ready businesses. Through targeted training, mentorship, and certification support, we empower Small and Medium Enterprises (SMEs)—with a special focus on women and youth—to meet international standards (like ISO, HACCP, and Organic). Our goal is to train 10,000 SMEs by 2030, creating a more diverse and resilient exporter base.

3. Value Addition & Product Competitiveness

We champion the transition from raw commodities to finished, branded goods. We facilitate investments in processing facilities (e.g., coffee roasting, cocoa grinding, fish processing) and support compliance with quality assurance through agencies like the UNBS. Our flagship “Made in Uganda, Trusted Globally” branding campaign positions our exports as premium, sustainable, and traceable.

4. Policy & Institutional Coordination

We act as the central coordinating body for Uganda’s export ecosystem. We work to harmonize the efforts of all government agencies involved in trade, advocate for pro-export policies, and streamline processes to reduce the cost and time of doing business for our exporters. We are driving the creation of a Single-Window Platform to simplify export documentation and procedures.

Our Strategic Impact

The collective outcome of our work is a fundamental transformation of Uganda’s economy. We are directly contributing to:

  • Increasing national export earnings from $6.3 billion (2024) to a target of $8.2 billion by 2030.
  • Creating an estimated 1.3 million new jobs through export-led growth.
  • Reducing the national trade deficit by fostering a more competitive and diversified export basket.
  • Building a globally recognized and trusted “Made in Uganda” brand.
